Highlands & Islands Enterprise has a unique remit to develop, not just the economy in the Highlands and Islands, but to develop communities too. Given their expertise in social enterprise, we will ask HIE to bring forward a report on an all-Scotland approach to support the development of social enterprise. We will continue to support co-operative models of business growth through Labour’s Co-operative Development Agency.


Because economic prosperity is more than annual GDP growth, we will supplement GDP with indicators of wider well being. Scottish Labour will look closely at international examples of Investment Banks and joint public-private equity funds. We will examine whether there are any market failures that would justify the creation of a new investment model within the competence of the Scottish Parliament.
