Scottish Government intends to introduce a Sustainable Procurement Bill during this Parliament and we expect a formal consultation to open before end of summer. Pauline Graham, Social Firms Scotland is represented on an expert group focusing on social and environmental issues and on a Bill Sounding Board, chaired by Cabinet Secretary, Alex Neil. Currently, the proposed policy objectives of the Bill are – ensuring that public procurement processes are transparent, streamlined, standardised and business/third sector friendly; smarter use of public procurement to encourage innovation and growth making it easier for SMEs, social enterprises and other third sector organisations to access and compete effectively for contracts and sub-contracting opportunities; taking account of social and environmental sustainability issues through public procurement.
