Job Role : The purpose of the post is to contribute to the development and delivery of the DTAS Community Ownership Support Service, in particular supporting the community acquisition and development of physical assets land and buildings. The focus has been on local authority asset transfer, but with the introduction of the Community Empowerment Act this has broadened to include other relevant authorities including the NHS, Police and Fire services and Forrest Enterprise etc. Specific tasks include: . Providing information and advice to community organisations interested or involved in acquiring assets. Providing developmental and business support to relevant community organisations and facilitating asset acquisition processes. Providing information and support to relevant authorities around the development and implementation of asset transfer processes. Contributing to the development of information and practical resources for parties involved in the transfer of assets to communities. To generally promote the Community Ownership Support Service, DTA Scotland and where appropriate, the development trust approach.

Organisation Profile : The Community Ownership Support Service (www.dtascommunityownership.org.uk), is part of the Development Trusts Association Scotland. It is funded by the Scottish Government to support communities, local authorities and other public bodies in the sustainable transfer of assets into community ownership. This adviser-led service covers Scotland, providing a range of services for communities from one-to-one adviser advice at every stage of the asset transfer process, access to Expert Help, to networking and delivering training opportunities. The support provided to public bodies includes the provision of information and feedback on their asset transfer processes, facilitating cross departmental meetings and delivering workshops and seminars on asset transfer. The past 6 years of delivering COSS has been both exciting and challenging with many communities now having worked through the process of taking ownership or management of key community assets. With the enactment of the Community Empowerment (Scotland) Act 2015 and the Land Reform (Scotland) Act 2016, community ownership is increasingly being recognised as a powerful tool in developing strong, independent and resilient communities. With tightening public spending the opportunities to take on publicly owned assets has never been greater. Community ownership and management of assets is not however without its challenges. There is a real need to support community groups throughout the asset transfer process from forming appropriate governance structures, building their capacity and crucially, developing sustainable operating models that will support their facilities into the future. The COSS team comes from a wide range of backgrounds including community development, training and development, business and regeneration. For this post we are seeking someone who comes with a strong background in business development; either as an adviser or with practical experience of developing community enterprises. A strong understanding of feasibility, options appraisal and business planning is essential. We anticipate that this role will be part office based in Glasgow, covering community groups in the local authority areas from Ayrshire to Argyll & Bute.
